Module Content
- The process of LGR - understanding the key stages including the role of the Shadow Authority, restrictions on entering contracts and disposing of assets - Section 24 consents, protecting civic assets etc
- The aggregation/disaggregation of services, staff and assets - how this works and the key stages/decisions
- Understanding the core functions of a unitary council (focusing on those which will be new to the delegates – whether county or district/borough services)
- Working as an officer at a unitary council - the differences and constants compared to the two-tier system
- The challenges and opportunities ahead
