Preparing for Local Government Reorganisation – the process and the outcome

In the context of wherever your council is on the LGR journey, to understand the process of local government reorganisation, the key stages and milestones and the challenges/opportunities for officers in a new unitary context

Officers in any role in councils which are being restructured

  • The process of LGR - understanding the key stages including the role of the Shadow Authority, restrictions on entering contracts and disposing of assets - Section 24 consents, protecting civic assets etc
  • The aggregation/disaggregation of services, staff and assets - how this works and the key stages/decisions
  • Understanding the core functions of a unitary council (focusing on those which will be new to the delegates – whether county or district/borough services)
  • Working as an officer at a unitary council - the differences and constants compared to the two-tier system 
  • The challenges and opportunities ahead
